SELECTMEN’S MINUTES

October 15, 2007

PRESENT WERE: Norman Hutchins, Roger Bergeron and Leo Ruel.

The Selectmen called the meeting to order at 7:02 PM.

Reports:

Assessor.: Nothing to report.

Treasurer.: Reports submitted to the Selectmen.

Town Clerk/Tax Collector.: Memo from Shirley Harrison requesting the Selectmen to appoint her as Warden for the November 6th election.

Selectman Bergeron motioned to appoint Shirley Harrison as Warden for the November 6, 2007 election. Selectman Ruel second. All in favcr.



Building Insp. / CEO/ Plumbing Insp.: Memo from John Brushwein submitted a request for the Selectmen to waive the building permit fees for the people who lost their home to a fire on Emmons Ridge Road.

Selectman Hutchins motioned to waive the building fees. Selectman Bergeron second. All in favor.

John Brushwein submitted his letter of resignation effective Friday, October 26, 2007.

Selectman Bergeron motioned to accept his letter of resignation and motioned to advertise immediately. Selectman Ruel second. All in favor.

The Selectmen would like their Clerk to call James Roberts to see if he would be willing to help in the interim.



Ordinance Review.: Nothing to report.



Road Commissioner.:. The guardrail on Hill Road has been repaired and Clarks Woods Road is paved.

Parks and Recreation.: Lee Schatz and Nat Bennett, President of the Alfred Lyman Little League were present. Nat stated that the league has paid $500 to $600 to store the equipment and they would like to build a cinder block building on Town property with the Town having full ownership of the building. This will replace the concession stand at Chadborne Field. It would be a one-story 16 ft. by 20 ft. storage shed made out of cinder block on a concrete slab with a wooden roof. They also mentioned that the shed at Bernier Field is also in need of repair. The Little League would raise the money for the supplies and labor to construct it and ask for the rights to use it as storage. They would also pay for the insurance for the building.

Lee Schatz stated that the Halloween Party is scheduled for October 27th at York County Fish & Game.

Conservation Committee.: Nothing to report.

Village Safety.: Nothing at this time.

Transfer Station.: Steve Marble stated everything is going fine.

Recycling and Waste Committee.: Steve Marble discussed the proposed cost information for the e-waste building with the Selectmen and the deadline for grant from the State. After much discussion Selectman Ruel stated that just because of the deadline date for the State grant, he does not want to be rushed into making a decision. He would rather gather bids for the complete package. The Selectmen’s suggestion made to Steve is to have the Recycle and Waste Committee meet with the Building and Maintenance Committee, come up with the specs for the e-waste building and then put it out to bid.

Planning Board.: Nothing at this time.

Zoning Board of Appeals.: Nothing at this time.

Liaison for Fire Department.: Nothing to report. Selectman Hutchins stated that the Town needs to find a new liaison as Jim Dore is resigning.

Building and Maintenance Committee.: Tim Braun, Chairman of the Committee gave the report of the Committee regarding the Town Hall, Old Town Hall, Rhodes Hall, Cousen’s School, Bunganut Cabin, Salt Shed and Transfer Station.

o Old Town Hall – Has not been kept up – recommends disposing of it.

o Rhodes Hall – Unsuitable for use – recommends disposing of it.

o Salt Shed – due to the fact that the design has flaws and also neglect - the doors are in disrepair – should have been made of wood not metal

Building and Maintenance Committee - Continued

o Transfer Station – the Building & Maintenance Committee is willing to work with the improvements to the Transfer Station and any additions.

o Bunganut Cabin- The cabin is in very poor condition and if the Snowmobile Club were to use it – it would need extensive repair

o Cousen’s School – the building consists of approximately 10,000 sq. ft. the repairs according to the assessment report would cost in excess of a million dollars. There are mold issues and some asbestos. The repairs would have to be done if the building were to be used for public use.

o Current Town Hall – consists of 3,500 sq. ft. –issues are running out of space – the building would be difficult to expand due to the roof line.

A questionnaire will be passed out for users of the Town Hall to get an idea of what is needed in order to provide a full report.

The Committee recommends selling Rhodes Hall, Old Town Hall, Cousen’s School and current Town Hall and building a new Town Hall.

Mike Campbell asked about moving Rhodes Hall and the Old Town Hall due to historical value and Tim Braun stated that Rhodes Hall could be moved, but not the Old Town Hall. It was mentioned that Rhodes has historical value and the Old Town Hall does not.

ECO Maine Rep.: Nothing to report.

Minutes.:

Selectman Bergeron motioned to accept the minutes of October 1, 2007 as written. Selectman Ruel second. All in favor.

Unfinished Business.:

A discussion about the Animal Control Officer position. Chairman Hutchins stated that Thomas Foster will cover for the winter months and Leo Thibodeau will be his assistant.

Selectman Bergeron motioned to appoint Thomas Foster as Animal Control Officer. Selectman Ruel second. All in favor.

New Business.:

None at this time.

Mail.: The mail folder was reviewed.

The Purchase Requisitions and Time Off slips were reviewed and signed by the Selectmen.

Warrant:

The Selectmen approved the following amount for payroll: Gross $ 9,780.54.

The Selectmen approved the following amount for payroll: Net $ 7,514.98.



The Selectmen approved the following amount for Accounts payable: $ 620,711.09.
