SELECTMEN’S MINUTES
November 5, 2007
PRESENT WERE: Norman Hutchins, Roger Bergeron and Leo Ruel.
The Selectmen called the meeting to order at 7:00 PM.
Lucien & Yolande Boucher Map 05-005, 013 & 014
The Boucher’s were in regarding the property they own on Moose Point Road. They stated that someone has dumped a load of gravel in the middle of the road and they cannot get to their property.
Lyman Senior Girl Scout Troop
Alyssa Swenson and Sierra Leonard told the Selectmen that they were trying to raise money to go to Washington, DC. And that they would like to collect bottles at the Transfer Station. The Selectmen gave their permission .
RHR Smith The Auditors for the Town reviewed the audit of the books as of June 30, 2007. Ron Smith stated that the Town of Lyman is in great financial shape. The Town will be debt free as of 2009. He complimented the Lyman Town Hall staff for the great job they are doing and stated that they are a very capable staff and he stated that the Selectmen are very conscientious and are doing great in keeping control of the Town’s finances. He also stated that the Treasurer, Kim Reed , did a great job on the Financial Statements for the Town. (Previously the Towns Financials were completed by an independent CPA)

Assessor.: Nothing to report.
Treasurer.: Reports submitted to the Selectmen.
Town Clerk/Tax Collector.: Memo from Shirley Harrison requesting the Selectmen to appoint her as Warden for the November 6th election.
Selectman Bergeron motioned to appoint Shirley Harrison as Warden for the November 6, 2007 election. Selectman Ruel second. All in favcr.
Building Insp. / CEO/ Plumbing Insp.: Mike Polakewich, Interim CEO gave an update to the Selectmen.
Ordinance Review.: Nothing to report.

Road Commissioner.:. Maurice St. Clair stated that we will need 2,000 yards of winter sand this year. The only complaint about last years was that it was not mixed thoroughly.
Maurice updated the Selectmen on Frost Road. The trees have been cut, the gates are gone, they have grubbed beyond the gates. They have box-cut in front of Drouins, Berard and Hatch. He has a quote from Dayton Sand and the Selectmen want him to get one from Carroll. He hopes to be done by December 1st.
Parks and Recreation.: Nothing to report.
Conservation Committee.: Nothing to report.
Village Safety.: Nothing at this time.
Transfer Station.: Steve Marble stated nothing is new. The fill is not where it needs to be, the slab should be the same height as the hot top and they are two or three feet low.
Recycling and Waste Committee.: Steve Marble stated that the committee is waiting to get together with the Building and Maintenance Committee.
Planning Board.: Nothing at this time.
Zoning Board of Appeals.: Nothing at this time.
Liaison for Fire Department.: Ronald Stewart stated that he will talk to Karen Gagne about the Health Officer vacancy.
Building and Maintenance Committee.: Nothing to report.
ECO Maine Rep.: Nothing to report.
Minutes.:
Selectman Bergeron motioned to accept the minutes of October 15, 2007 as written. Selectman Hutchins second. All in favor.

Mail.: The mail folder was reviewed. Amy Shuckhart resigned as MSAD # 57 Representative and stated that Priscilla Ouellette would replace her until June 30, 2008.
An unsigned complaint about the Transfer Station operator. The Selectmen stated that if it isn’t signed then as far as they are concerned, it is not a legitimate complaint.
The Purchase Requisitions and Time Off slips were reviewed and signed by the Selectmen.
Warrant:
The Selectmen approved the following amount for payroll: Gross $ 6,805.23.
The Selectmen approved the following amount for payroll: Net $ 5,653.67.
The Selectmen approved the following amount for Accounts payable: $ 420,975.16.
