SELECTMEN’S MINUTES
April 2, 2007
PRESENT WERE: Norman Hutchins, Charles Harrison and Roger Bergeron.
The meeting was called to order at 7:01 PM.
Ronald Stewart re: Gibeon Kimball
Ron Stewart discussed the situation where Gibeon Kimball remains, a Veteran whose grave was dug up on the Nadeau’s property, will be sent to the Town. The Selectmen signed the form in order to get a headstone for Mr. Kimball’s gravesite.
Mr. Kimball will be buried in the same location as his remains were dug up.
Town Report Bids:
The Town Report Bids were opened:

Selectman Bergeron motioned to award the Town Report Bid to Lincoln Press for $ 3,501.00. Selectman Harrison second. All in favor.
Reports:
Assessor.: Bimonthly report from Carol Matheson stating that Kim Hemingway is still working on the inspections. She had approximately 340 inspections left from the original properties and have a few more stragglers. She has about 270 new permits .
Regarding Kim inputting the data for the property cards; she estimates $3.00 per account, which includes logging the data, transferring the picture, and doing the new card.
After a short discussion, the Selectmen felt that they would set a completion date of July 31, 2007. They would like to know approximately how long does it takes per card ? and How many days a week would she be able to work?

Treasurer.: Reports submitted to the Selectmen.
Town Clerk/Tax Collector.: Shirley Harrison gave the results of the Recall Election as follows:
Article 2 Shall Roger Bergeron be recalled? 358 Yes and 689 NO votes
Article 3 Shall Charles Harrison be recalled? 318 Yes and 728 NO votes
Article 4 Shall Norman Hutchins be recalled? 370 Yes and 677 NO votes
The recall election cost the Town of Lyman $1,473.75 and that does not include the price for the public hearing.
Building Insp / CEO/ Plumbing Insp.: Mike Polakewich stated that between he and Jim Roberts they are doing alright.
Ordinance Review.: The committee is meeting Monday night.
Mike Polakewich stated that in one of the newspapers Charles Kokernack stated that the Recall Committee is defunct if the Selectmen prevail, and a former member of the committee is present, so maybe they should call him and ask if they will pay the costs for the recall election. Bob St. Onge asked if that was a motion and if so he would second it.
Road Commissioner.:. Maurice St. Clair stated that Dana from Dayton Sand gave a quote for Clarks Woods Road of $67,685 for 5,280 feet of road, 20 ft. wide with a 2 inch base. Maurice stated that they have one side grubbed, rip up the pavement, place 3 inches of crushed and pave as much as they have money for. He may have to wait to finish approximately 1,000 or 1,500 feet after the new fiscal year.
Selectman Bergeron motioned to proceed on Clarks Woods Road until he runs out of money. Selectman Harrison second. All in favor.
Regional Waste Systems Rep.: Nothing to report.
Parks and Recreation.: Nothing to report.
Conservation Committee.: Calen Colby was present and stated that Roadside Cleanup is scheduled for May 5th with a rain date of May 12th and plan to do the other side of Route 35.
They are still working on the Water Extraction Ordinance. They plan on doing the Trail Clearing Project before fall. The Arbor Day Project will be mid May and they will be giving out seedlings. The committee will review the Town owned lots and make recommendations to the Selectmen.

Village Safety.: Ed Turner stated that they plan to have the crosswalks completed by Memorial Day.
Transfer Station.: Steve Marble stated that he has four prices for the curbside pick-up.
A discussion about the quotes.
Recycling and Waste Committee.: James Hawthorne gave the repot for the committee. The last day for the compost bins is April 2nd. The next meeting is April 11th at Town Hall.
Planning Board.: Nothing to report.
Zoning Board of Appeals.: Nothing to report.
New Business.:
The Budget Committee is meeting with the Dayton Budget committee on Wednesday, April 11th at 6:30 PM at the modular building behind the Dayton school. The Lyman Budget Committee is meeting on April 12th at 7:00 PM at Town Hall.
Steve Marble thanked the Selectmen for sticking it out through the hard times. He stated ‘You are wanted and I do appreciate what you have done.’
A discussion about the church bell at the corner of Route 35 and South Waterboro Road. Bob St. Onge stated that he would pursue the ownership of it with the Selectmen’s permission.
Two people are needed for the School Committee.
Minutes.:
Roger Bergeron motioned to approve the March 19, 2007 minutes. Charles Harrison second. All in favor.
Unfinished Business.:
The Selectmen asked the Treasurer for her recommendation on the audit bids. She recommended RHR Smith of Buxton, ME.
Selectman Bergeron motioned to award the bid to RHR Smith for $6,400.00. Kim Reed will do the pre-audit herself, so therefore the audit amount is significantly reduced.

A discussion on Frost Road. Selectman Hutchins wants to meet with the Town Attorney once he has had a chance to review the paperwork.
Mail.: The mail folder was reviewed.
The Purchase Requisitions and Time Off slips were reviewed and signed by the Selectmen.
Warrant:
The Selectmen approved the following amount for payroll: Gross $ 10,092.58.
The Selectmen approved the following amount for payroll: Net $ 8,180.69.
The Selectmen approved the following amount for Accounts payable: $ 55,041.81.
A discussion about the Fire Department Budget.
Selectman Bergeron motioned to appoint James Dore as liaison for the Fire Department for a three year term. Selectman Harrison second. All in favor.
