SELECTMEN’S MINUTES

May 21, 2007

PRESENT WERE: Norman Hutchins, Roger Bergeron and Charles Harrison.

7:00 PM – Kyla & Robert Dewitt- were in regarding moving the Right of Way on their property on West Shore Drive. Tax Map 21 lot 07 and 09. The public ROW goes through their property at the location where they would like to build their garage. Michael Polakewich, Interim CEO and the Selectmen reviewed the plans that were provided. Selectman Bergeron stated that in order to move the ROW they would need to secure a release from all of the abutters. You cannot move a ROW without their signatures and an Attorney would need to write the new easement.

Reports:

Treasurer.: Reports submitted to the Selectmen. She stated that the Auditor will be here the 30th to close the books and the audit is scheduled for August 8,9, and 10th.

Selectman Hutchins said that he had a question on why money spent appears where there was none allocated. He will get the information gathered that he is referring to.

Assessor.: A memo from Carol Matheson stating that as of May 18th, she has approximately 168 inspections left and that Kim Hemingway has 171.

Town Clerk/Tax Collector.: Nothing at this time.



Building Insp / CEO/ Plumbing Insp.: Mike Polakewich stated the Selectmen have a copy of the letter he received.

Ordinance Review.: Nothing at this time. They met on May 14th and will meet again on June 11th.

Road Commissioner.:. Maurice St. Clair stated that he will be meeting with FEMA on May 24th at 8:00 AM to go over the damages from the April 16th storm. He will mention the bridge on Walker Road. He would like to discuss the equipment rates and increase them effective July 1st. The Selectmen will review and discuss this at the next Selectmen’s meeting.

Regional Waste Systems Rep.: Nothing to report.

Parks and Recreation.: Lee Schatz submitted a bill for Bill Single for the crabgrass treatment for Bunganut for $400.00, a purchase order for $ 850.00 for picnic tables at Bunganut Park, $250.00 for the Memorial Day parade, $ 600.00 for a movie rental screen and party and $150.00 for the start up of Bunganut Park.

Lee told the Selectmen that someone took the flag at the Town Monument. The Memorial Day Parade is at 1 PM on Monday, May 28th.

Ron Stewart stated that the flags at the Cousen’s School needs to be replaced.

Conservation Committee.: Nothing at this time.

Village Safety.: Nothing to report. Waiting for the crosswalks to be painted.

Transfer Station.: A discussion about single stream recycling and the metal bin. Selectman Hutchins stated that there will not be any hand loading the metal bin and that he should not be talking trash out of any vehicles. Steve Marble stated that they need another compactor. Selectman Harrison stated that there is a lot of things that have to be lined up before they purchase another one. DEP approval is needed first.

Recycling and Waste Committee.: Steve Marble said that he, Paula Perusse and Jim Hathone went to ECO Maine last Monday. The Committee will be meeting again on May 13th.

Planning Board.: Nothing to report.

Zoning Board of Appeals.: Nothing to report.

Minutes.:

Selectman Harrison motioned to accept the minutes of May 7, 2007. Selectman Bergeron second. All in favor.

Unfinished Business.:

The Selectmen signed the appointment slips for the Building and Maintenance Committee.

Steve Marble stated that he would like to increase the fee $5.00 on day beds/futons. Total price to be charged will be $20.00.

Ron Stewart gave an update on the remains of Gibbon Kimball. He also stated that he will inform everyone at the next Selectmen’s meeting when they will be starting the clean-up of the Veteran Cemeteries.

Frank Hammond requested something in writing stating that the Town abandoned Duke Lane.

Selectman Hutchins stated that notices will be sent out to Frost Road residences regarding the status of Frost Road. Selectman Bergeron advised that they also notify residences on Goddard Road and West Shore Drive.

Mike Campbell stated that Frost Road is barely passable. The culvert areas are sticking up out of the road.

New Business.:

The Public Hearing for Equest is set for June 4, 2007 at 6:45 PM.

A discussion on the Animal Control Officer and a possible back-up for times when he cannot be reached.

The Selectmen and Hiring Committee will be meeting with the new Code Enforcement Officer on May 31, 2007 at 7:00 PM.

Mail.: The mail folder was reviewed.

Liaison for Fire Department.: Jim Dore stated that there really isn’t much going on. The Fire Department is looking for someone with a lobed to move an 12 x 16 ft. building.

The Purchase Requisitions and Time Off slips were reviewed and signed by the Selectmen.

Warrant:

The Selectmen approved the following amount for payroll: Gross $ 10,854.68.

The Selectmen approved the following amount for payroll: Net $ 8,605.72.



The Selectmen approved the following amount for Accounts payable: $ 325,235.39.

A discussion about the Town Hall lawn being mowed by Dave Riley.
