SELECTMEN’S MINUTES

June 18, 2007

PRESENT WERE: Norman Hutchins, Roger Bergeron and Leo Ruel.

The Selectmen called the meeting to order at 7:11 PM.

7:12 PM – Roland Nadeau

Roland Nadeau was present and stated that he had called the State Medical Examiner regarding Charles Kimball. The Selectmen and Code Enforcement Officer had met with the Medical Examiner on Friday, June 15, 2007 and Roland was out of Town so he called him. The body will be reburied when a new plaque is made. A discussion about the other bodies at that site.


Reports:

Treasurer.: Reports submitted to the Selectmen.

Selectman Bergeron motioned to have the Deputy Treasurer reconcile the Bank Statements. Selectman Ruel second. All in favor.

Assessor.: Nothing at this time.

Town Clerk/Tax Collector.: Nothing at this time.

Building Insp / CEO/ Plumbing Insp.: Mike Polakewich stated that things are going along fine. The new Code Enforcement Officer – John Brushwein was introduced.

Ordinance Review.: Mike stated that they will be meeting on June 25th..

Road Commissioner.:. Maurice St. Clair stated that the Town will be getting about 93% of $56,000 from FEMA for the patriots Day storm. An article will be put in the warrant for the Special Town meeting to ensure that the monies will be put into the road repair and maintenance account for the 2007-2008 year when it is received.

A discussion on the stone wall that was damaged on the Southerland property.

Regional Waste Systems Rep.: Nothing to report.

Parks and Recreation.: Lee Schatz gave a bill from Boiling Springs Landscaping for Crabgrass / Fertilizer control at Chadborne.

A discussion about the Chadborne Field dugouts. There was recent damage done to the chain link fence .

Lee stated that he needs paint for the picnic tables and the handicap changing room. The Y will be doing the painting in their spare time.

He also stated that there is a major electrical problem someplace between the pump house and the cabin.

Lee said he wants to be involved when Patco rents Bunganut Park for their function.

Conservation Committee.: Nothing at this time.

Village Safety.: Ed Turner stated that the crosswalks are done and the sign is up at Kennebunk Pond.

A discussion about not having crosswalks on Kennebunk Pond Road for the elementary school.

Transfer Station.: Steve Marble asked if they could roll some of the unexpended solid waste monies to the next year for the expansion and new compactor. A discussion ensued.

Steve presented a quote from Matt Clarkson for the Transfer Station back door for $470.40.

Selectman Bergeron motioned to have Matt Clarkson replace the back door for $470.40. Selectman Ruel second. All in favor.

A discussion about the sign at the Transfer Station.

Recycling and Waste Committee.: Nothing at this time.

Planning Board.: Nothing to report.

Zoning Board of Appeals.: Nothing to report.

Liaison for Fire Department.: Nothing to report.

Selectman Bergeron motioned to accept the minutes of June 4, 2007. Selectman Hutchins second. All in favor.

Unfinished Business.: Nothing at this time.

New Business.:

Selectman Bergeron motioned to appoint John Brushwein as CEO, Building Inspector, E911 Addressing Officer and Plumbing Inspector until June 30, 2010. Selectman Hutchins second. All in favor.

Selectman Bergeron motioned to appoint Robert Atkins as Alternate planning board member until June 30, 2008. Selectman Hutchins second. All in favor.

Selectman Bergeron motioned to appoint Robert Atkins as Conservation Committee member until June 30, 2010. Selectman Hutchins second. All in favor.

Selectman Bergeron motioned to appoint Vicki Swenson as Welfare Director until June 30, 2008. Selectman Hutchins second. All in favor.

Selectman Bergeron motioned to appoint Robert Lang as EMA Director until June 30, 2008. Selectman Hutchins second. All in favor.

Selectman Bergeron motioned to appoint Robert Atkins as Alternate planning board member until June 30, 2008. Selectman Hutchins second. All in favor.

Selectman Bergeron motioned to appoint Tony Ellsworth as a Parks & Rec. member until June 30, 2008. Selectman Hutchins second. All in favor.

Selectman Bergeron motioned to appoint Paula Perusse as a Recycle and Waste Committee member until June 30, 2010. Selectman Hutchins second. All in favor.

Selectman Bergeron motioned to appoint Ronald Stewart as a Planning board member until June 30, 2010. Selectman Hutchins second. All in favor.

Selectman Bergeron motioned to appoint John Quint as a Planning board member until June 30, 2010. Selectman Hutchins second. All in favor.

Selectman Bergeron motioned to appoint Michael Polakewich as Alternate planning board member until June 30, 2008. Selectman Hutchins second. All in favor.

Selectman Bergeron motioned to appoint Christal Tuttle as a Planning Board member until June 30, 2010. Selectman Hutchins second. All in favor.

Selectman Bergeron motioned to appoint Harry Trask as Conservation Committee member until June 30, 2010. Selectman Hutchins second. All in favor.

A discussion about the mowing contract.

Mail.: The mail folder was reviewed.

The Purchase Requisitions and Time Off slips were reviewed and signed by the Selectmen.

A discussion about the ACO’s position.

Selectman Bergeron motioned to go into executive session at 8:58 PM pursuant to 1 MRSA Section 405, Section 6 & A. Selectman Hutchins second. All in favor. Out of executive session at 9:10 PM.

Roger Bergeron motioned to appoint Thomas Foster as ACO and Leo Thibodeau Assistant ACO until June 30, 2008.

Warrant:

The Selectmen approved the following amount for payroll: Gross $ 11,161.65.

The Selectmen approved the following amount for payroll: Net $ 8,905.26.

The Selectmen approved the following amount for Accounts payable: $ 333,863.35.
