SELECTMEN’S MINUTES
June 4, 2007
PRESENT WERE: Norman Hutchins, Roger Bergeron and Leo Ruel.
The Selectmen called the meeting to order at 7:12 PM.
7:12 PM Rebecca Harkema re: the YMCA Lease
Lee Schatz and Rebecca Harkema were present. Lee explained the YMCA Lease to Leo Ruel. The Selectmen signed the lease for the management agreement between the Town and the Sanford/Springvale Y.M.C.A. beginning May 1, 2007 to October 30, 2009. This was voted on at the June 3rd, 2006 Annual Town Meeting (Article 26) .
Reports:
Treasurer.: Reports submitted to the Selectmen.
Assessor.: Nothing at this time.
Town Clerk/Tax Collector.: Nothing at this time.
Building Insp / CEO/ Plumbing Insp.: Mike Polakewich stated that things are going along fine.
Ordinance Review.: Mike stated that they are working on the Shoreland Zoning. After that they will be working on the Building Codes. Due to the I.S.O., residents are paying a higher premium because the Building Codes are not up to date.
Road Commissioner.:. Maurice St. Clair stated that there have been two accidents with property damage. There was one that damaged the wall that the Town constructed on Walker Road. Roger Bergeron stated that it should be determined whether or not it’s Town’s property. Leo Ruel stated that he had measured it and believes its is. The insurance company will have to be contacted to let them know that they should pay the Town for damages. The Selectmen’s Clerk will check into this. Also, the guard rail on Hill Road will have to be replaced.
A discussion on equipment rates, Selectman Hutchins stated that he will discuss this under Unfinished Business.
Regional Waste Systems Rep.: Nothing to report.

Parks and Recreation.: Lee Schatz stated that Bunganut Park has opened. He had repairs to do for the washouts from the rainstorms.
Lee stated that there is a break in the line from the pump house to the cabin and he would like Mike Gervais to check it out.
Lee Schatz presented a quote from John Gamashe for 7 8 ft. picnic tables for a total of $ 770.00.
Selectman Roger Bergeron motioned to approve 8 8 ft. tables for a total of
$ 880.00. Norman Hutchins second. All in favor.
Lee asked about the handicapped changing room. Lee stated that it is an 8 x 8 storage shed with no windows or ramps. Selectman Hutchins stated that it isn’t completed as yet. The shed was done by the National Guards.
Conservation Committee.: Nothing at this time.
Village Safety.: Nothing to report. Waiting for the crosswalks to be painted.
Transfer Station.: Nothing at this time.
Recycling and Waste Committee.: Nothing at this time.
Planning Board.: Nothing to report.
Zoning Board of Appeals.: Nothing to report.
Liaison for Fire Department.: Nothing to report.
Minutes.:
Selectman Bergeron motioned to accept the minutes of May 21, 2007. Selectman Hutchins second. All in favor.
Unfinished Business.:
A discussion on equipment rate increases. Selectman Bergeron stated that he reviewed the research data. After a short discussion
Selectman Ruel motioned increase all rates $4.00 per hour and the labor rate will remain at $20.00 per hour. Selectman Bergeron second. All in favor.

A discussion on Frost Road. The Special Selectmen’s meeting is scheduled for Wednesday, June 13, 2007 at 7:00 PM. Certified notices will be sent out.
A discussion regarding the landscaping at Town Hall. The Town received one proposal from Paul’s Lawn Care to clean all mulch beds of weeds and debris, trim hedges as needed. Mulch all beds. Establish flower beds at Front entrance with annuals, repair lawn areas with loam and seed and fertilize all lawn areas for a total of $850.00.
Selectman Bergeron motioned to approve this proposal. Selectman Ruel second. All in favor.
A discussion about two trees at the monument on John Street that need pruning.
The Selectmen signed the appointment slips for the Building and Maintenance Committee.
New Business.:
The Selectmen and Hiring Committee will be meeting with the new Code Enforcement Officer on June 11, 2007 at 7:00 PM.
Ordinance Review will meet again on June 25, 2007 at 7:00 PM.

An email from residents of Country Way, Lost Tree Lane and Homestead. The Selectmen’s Clerk will contact the State and have them do a survey.
Mail.: The mail folder was reviewed.
The Purchase Requisitions and Time Off slips were reviewed and signed by the Selectmen.
Warrant:
The Selectmen approved the following amount for payroll: Gross $ 10,565.09.
The Selectmen approved the following amount for payroll: Net $ 8,862.89.
The Selectmen approved the following amount for Accounts payable: $ 52,986.34.
