SELECTMEN’S MINUTES

July 2, 2007

PRESENT WERE: Norman Hutchins, Roger Bergeron and Leo Ruel.

The Selectmen called the meeting to order at 7:01 PM.

7:02 PM – Pam Boyden

Pam Boyden was present to complain about the smell coming from Winterwood Farms. Others present and also complaining were Bob Perry, Susan Taylor, and Lee Schatz, Selectman Hutchins stated that he will have the CEO check on the licensing and with the planning Board to see if anything can be done.

John Brushwein, CEO, stated that he has spoken with Mike Clark and stated that they are applying for a new licensing. Anyone with complaints should call the DEP at 818-2676 or 822-6341. He also stated that there is currently new training at the DEP to determine a nuisance odor relative to their rules.

Bob Perry stated that Bob St. Onge tried to get his operation changed to agriculture, but got voted down by the Legislative Branch.

A discussion about an odor ordinance.

Reports:

Treasurer.: Reports submitted to the Selectmen.

Selectman Hutchins asked the Treasurer to have a draft of the warrant in their mail pocket on Fridays before meeting night.

Assessor.: Nothing at this time.

Town Clerk/Tax Collector.: Nothing at this time.

Building Insp / CEO/ Plumbing Insp.: John Brushwein had given a report to the Selectmen.

Ordinance Review.: Mike stated that they finished Shoreland Zoning and will be starting the Building codes.

Road Commissioner.:. Maurice St. Clair explained about the culvert on Hanson Lane, and that he would like to get a price for overlaying Hanson Lane and Birch Acres. Selectman Hutchins asked about Clarks Woods Road.

ECO Maine Rep.: Nothing to report.

Parks and Recreation.: Lee Schatz gave an update on Bunganut Park. Stated that Mike Gervais replaced the line at the well house. The picnic tables are done. Pest control was discussed at Camp Leon and paint for the back side of Camp Leon.

Conservation Committee.: Nothing at this time.

Village Safety.: Ed Turner stated that the crosswalks are done.

Transfer Station.: Nothing to report.

Recycling and Waste Committee.: Nothing at this time.

Planning Board.: Nothing to report.

Zoning Board of Appeals.: Nothing to report.

Liaison for Fire Department.: Nothing to report.

Minutes.:

Selectman Bergeron motioned to accept the minutes of June 18, 2007. Selectman Ruel second. All in favor.

Selectman Bergeron motioned to accept the Equest Public Hearing minutes of June 4, 2007. Selectman Hutchinsl second. All in favor.

Unfinished Business.:

A discussion with Roger Grant about the billing for Grants Lawn Care. The Board did not approve of the final bill for FY 2006-2007 from Grant’s Lawncare. He billed for “remaining mowings” for each area mowed. ie. Town Hall, Bunganut Park, etc. According to Grant he doesn’t put the date that he mows on the bills, and that the last bill was for mowings he had done at various dates throughout the contract year – July 1 through June 30th. The Board asked him if he keeps track of the dates he mows and he said he does.

After much discussion Selectman Bergeron stated that from now on, all future bills will have the date mowed and area mowed stated on the bill.

Selectman Bergeron motioned that every bill from Grant’s Lawncare to the Town of Lyman will reflect the date of the mowing and the area mowed and if it doesn’t, then the Board will not approve payment. Selectman Ruel second. All in favor.

New Business.:

Selectman Bergeron motioned to appoint Fred Bechard to the Recycle and Waste Committee. Selectman Hutchins second. All in favor.

Mail.: The mail folder was reviewed.

The Purchase Requisitions and Time Off slips were reviewed and signed by the Selectmen.


Warrant:

The Selectmen approved the following amount for payroll: Gross $ 5,157.14.

The Selectmen approved the following amount for payroll: Net $ 3,971.93.

The Selectmen approved the following amount for Accounts payable: $ 24,286.31

Selectman Bergeron motioned to adjourn at 8:48 PM. Selectman Hutchins second. All in favor.
