SELECTMEN’S MINUTES
August 20, 2007
PRESENT WERE: Norman Hutchins, Roger Bergeron and Leo Ruel.
The Selectmen called the meeting to order at 7:02 PM.
Roger Bergeron motioned to place Mr. Porell and his daughter on the agenda. Leo Ruel second. All in favor.
Deb Ouellette stated that her fathers property at 66 Rhode Island Ave. has a water problem. She stated that the 12 inch drain from the road isn’t connected to the 18 inch drain leading to the manhole catch basin. Maurice St. Clair explained what was done. After much discussion, it was decided to install a catch basin with a grate on top. The work will be done the second week in September and the culverts will be cleaned at the same time. .
Reports:
Treasurer.: Reports submitted to the Selectmen.
Assessor.: Carol Matheson was present and gave the Selectmen an update on the status of the reval and other work that doesn’t include the reval. Work not including the reval:
1. Deed changes are 99 % done.
2. Map changes is 80 % done and
3. Personal property inspections have been done for the campgrounds, but all info has to be updated in Trio along with the business accounts, which should take about a week.
As far as the reval goes; Kim Hemingway is almost done with inspections, she has 5 more properties to inspect and Carol Matheson has about 10 more. She is still reviewing cards and doing data entry. Kim Hemingway will be able to do the majority and John Brushwein has offered to do data entry. This will give her time to do personal property. Kim reed will work on the posters and Carol Sanborn will try to keep her old files organized for referencing. She also stated that some areas of Town will not be 100% of value because the land values need to be updated. Right now she is just concentrating on the buildings and will adjust the land values when she has more time to analyze all the land sales.
There was a discussion about delaying the tax bills to allow time for letters to property owners and hearings, but if this is done, the Town would have to borrow money. There were 4 members from the budget committee present and it was the consensus of everyone that she does commitment and gets the tax bills out as soon as possible. Normally commitment is done in September and bills are due in October. This year she will try to do commitment on October 1st and bills will be due November 1st.

Town Clerk/Tax Collector.: Nothing at this time.
Building Insp / CEO/ Plumbing Insp.: John Brushwein was not present but submitted a report for the Selectmen.
Ordinance Review.: Nothing at this time.
Road Commissioner.:. Maurice St. Clair stated Mr. Porell’s septic system is 12 years old, and he isn’t sure that the catch basin will cure the problem. He also stated that Clarks Woods Road should be ready for pavement the 1st week of September.
Parks and Recreation.: Lee Schatz wanted to know the mowing status and the plan for the rest of this year. Paul Fecteau stated that he had mowed everything and that they took 18 yards of grass of Chadborne Field. A discussion about the handicapped changing room at Bunganut.
Conservation Committee.: Nothing at this time.
Village Safety.: Nothing at this time.
Transfer Station.: Steve Marble stated nothing since a week ago.
Recycling and Waste Committee.: Steve stated that they will be meeting on August 21, 2007.
Planning Board.: Nothing to report.
Zoning Board of Appeals.: Nothing to report.
Liaison for Fire Department.: Nothing to report.
Building and Maintenance Committee.: Ed Turner stated that they looked at the Transfer Station and Salt Shed and stated that the salt shed is in sad shape. They are meeting September 10th and every member is looking at Bunganut on their own. They are working on a questionaire for Town Hall employees and the Selectmen to complete.
ECO Maine Rep.: Nothing to report.
Minutes.:
Selectman Bergeron motioned to accept the minutes of August 6, 2007. Selectman Ruel second. All in favor.

Unfinished Business.:
A discussion on the ACO’s position and Leo Thibodeau.
Selectman Bergeron motioned to appoint Carol Matheson as Single Assessor to June 30, 2008. Selectman Ruel second. All in favor.
Selectman Bergeron motioned to appoint Leo Thibodeau as ACO to June 30, 2008. Selectman Ruel second. All in favor.
A discussion about the mowing situation. Chairman Hutchins gave an update on the situation regarding Grant’s Lawn Care. It was the consensus of the Board to pay Mr. Grant for the invoice he submitted for mowings done in July and not to hire Mr. Grant to work for the Town again.
New Business.:
Chairman Hutchins advised the Board that the mail carrier would like the mailbox and post moved to either before or after the entrance to Town Hall. According to law she is forbidden to backup, and in order to pick up mail and also go into Town Hall she has to back up. The board voted to have the mailbox moved.
A discussion about the mowing for the rest of this year, Paul Fecteau is interested in helping out but not for the same price. A discussion about picking up grass clippings.
Selectman Bergeron motioned to have Paul Fecteau continue mowing and give figures required. Selectman Ruel second. All in favor.
Mail.: The mail folder was reviewed.
The Purchase Requisitions and Time Off slips were reviewed and signed by the Selectmen.
Warrant:
The Selectmen approved the following amount for payroll: Gross $ 10,756.17.
The Selectmen approved the following amount for payroll: Net $ 8,308.96.
The Selectmen approved the following amount for Accounts payable: $ 348,687.44.
