SELECTMEN’S MINUTES
September 17, 2007
PRESENT WERE: Norman Hutchins, Roger Bergeron and Leo Ruel.
The Selectmen called the meeting to order at 7:03 PM.
Selectman Bergeron moved to have Mr. Sutherland placed on the agenda. Selectman Ruel second. All in favor.
Mr. Sutherland asked about the repairing of the wall on Walker Road. The Selectmen advised him that they received the check from the insurance company and it is on Mr. Fecteau’s schedule to be done.
Reports:
Assessor.: A memo from Carol Matheson stating that Kim Hemingway is done with inspections. She will be asking the Selectmen to come in next week to discuss the tax rate with her. She also is requesting that $5,000 be transferred to the reval account.
Selectman Bergeron motioned to transfer $5,ooo from the reval account. Selectman Ruel second. All in favor.
Treasurer.: Reports submitted to the Selectmen.
Town Clerk/Tax Collector.: Nothing at this time.
Building Insp / CEO/ Plumbing Insp.: John Brushwein stated that the ZBA granted Mr. Nadeau his appeal. There were only 3 members at that hearing and a similar appeal had previously been denied by the ZBA. He would like something in the guidelines stating that the Town can require a full Board as that provision is there for the applicant. The ZBA is down a full member and there are no alternates at this time. There was a short discussion on appealing the ZBA’s decision. The Selectmen requested their Clerk to contact the Town Attorney and ask what can be done.
Ordinance Review.: Nothing at this time.
Road Commissioner.:. Maurice St. Clair stated that they have one day left on Clarks Woods Road and that Dana will grade the same day that he paves.
Maurice stated he met with CMP regarding the poles on Frost road and staked them out and Verizon will process the paperwork to have the poles moved.
Maurice St. Clair stated that he would do Mr. Porells and Mrs. Green’s repairs and the other ones on the list by Monday, September 24th.
Maurice stated that he called Maine Line Fence to replace the guardrail on Hill Road.

Parks and Recreation.: Keith Loomer and Heath Bisson from the Snowmobile Club and Lee Schatz were present to ask about putting a kitchen in the Bunganut Cabin. The Selectmen updated them on the condition of the building mold, rotted floor joists, and stated that they have a Committee that is inspecting Town buildings and making recommendations. Selectman Bergeron stated that he has no objections if they contact the Building and Maintenance Committee. Lee Schatz submitted a P.O. request for the Halloween party and the Pest Control second phase.
Conservation Committee.: Nothing at this time.
Village Safety.: Nothing at this time.
Transfer Station.: Steve Marble updated the Selectmen on the amount hauled in to the Transfer Station. The expiration date for the grant for the E-waste building for the Transfer Station is November 16, 2007. All invoices have to be submitted by then. Steve is getting prices on steel buildings. A discussion regarding the prices on each phase to add an e-waste building and more compactors at the Transfer Station. After a short discussion, it was decided to hold a Public Informational Hearing on Thursday, October 4, 2007 at 7:00 PM to discuss the proposed 30’ by 40’ e-waste building. This meeting will be held by the Recycling and Waste Committee.
Recycling and Waste Committee.: See above.
Planning Board.: Nothing to report.
Zoning Board of Appeals.: Nothing to report.
Liaison for Fire Department.: Nothing to report.
Building and Maintenance Committee.: Ed Turner stated that only 3 people showed up for the last meeting. They are working on a questionnaire for employees and the Selectmen regarding Town Hall. The Selectmen requested that the Committee look at the Bunganut Cabin.
ECO Maine Rep.: Nothing to report.
Minutes.:

Unfinished Business.:
A discussion about the doors at the Salt Shed, the roof at Rhodes Hall and Selectman Hutchins stated that he had submitted an estimate on repairing the roof and closing up the chimney.
New Business.:
Selectman Bergeron motioned to appoint Ken Burr to the Recycle and Waste Committee to June 30, 2009. Selectman Ruel second. All in favor.
A discussion about the Animal Control Officer the Selectmen requested that their Clerk check to see what other Towns are doing.
The CEO informed the Selectmen that the Fire Department was given a 12 x 16 shed. It is now on the property. Does he charge a permit fee.
Selectman Bergeron motioned to waive the permit fee for the Fire Department. Selectman Ruel second. All in favcr.
Mail.: The mail folder was reviewed.
The Purchase Requisitions and Time Off slips were reviewed and signed by the Selectmen.
Warrant:
The Selectmen approved the following amount for payroll: Gross $ 12,064.95.
The Selectmen approved the following amount for payroll: Net $ 9,268.97.
The Selectmen approved the following amount for Accounts payable: $ 363,645.61.
